About the Role
Contract BA role with ACT Government, working inside a hospital transitions team integrating a newly acquired health facility into ACT Government's ICT and digital health infrastructure. You'll be the bridge between business stakeholders and technical teams - translating operational needs into clear, actionable requirements and supporting end-to-end solution delivery.

This isn't a documentation-heavy back-office BA role. You'll be doing real analysis work - process mapping, gap assessments, requirements elicitation, and stakeholder facilitation - inside a live, time-pressured government program.

Key Accountabilities

  • Lead analysis of business processes, systems, and workflows to identify improvement opportunities.
  • Elicit, validate, and document business, functional, and non-functional requirements using workshops, interviews, and observation.
  • Collaborate with technical specialists and business SMEs to support design, build, test, and deployment of fit-for-purpose solutions.
  • Facilitate stakeholder engagement, ensuring clear communication between business and technical teams.
  • Conduct impact assessments, gap analyses, and readiness assessments.
  • Assist in developing test plans, reviewing test cases, and validating solution functionality.
  • Ensure all documentation complies with organisational governance and quality standards.
  • Contribute to continuous improvement initiatives across the organisation.
Essential Requirements Mandatory:
  • Demonstrated experience as a Business Analyst within complex projects or programs.
  • Strong analytical and problem-solving skills with the ability to translate business needs into technical requirements.
  • Experience working within structured project environments (Agile, Scrum, or Waterfall).
  • Excellent communication, facilitation, and stakeholder engagement skills across technical and non-technical audiences.
  • Proven ability to produce user stories, process maps, information flow analysis, and functional/non-functional specifications.
  • SQL experience.
  • Ability to work independently and collaboratively across multidisciplinary teams.
Desirable:
  • Prior ACT Government or ACT Health experience.
  • Familiarity with clinical governance and NSQHS indicators.
