Job Title: EOI - Procurement Manager, Procurement and Contracts Officer, Procurement & Project Support positions.

Location: Canberra, ACT

Contract Type: Full-Time, Onsite

Sector: National Security

CAPDA Consulting is seeking a number of experienced Procurement Managers, Procurement and Contracts Officers, Procurement & Project Support positions to support complex, high-value programs within a Defence-aligned, high-security environment.

Key Responsibilities

• Lead and deliver end-to-end procurement activities in accordance with Commonwealth Procurement Rules and internal governance frameworks.

• Manage complex High Risk, High Value (HRHV) contracts to ensure performance, compliance and value for money outcomes.

• Develop and manage procurement documentation including plans, tender documentation, evaluation reports and approvals.

• Provide high-quality commercial, contractual and financial advice to senior stakeholders and executives.

• Lead contract negotiations, governance arrangements and supplier performance management activities.

• Establish and maintain robust probity, risk management and assurance processes across procurement and contract activities.

• Engage and collaborate with internal and external stakeholders to achieve program and capability outcomes.

• Identify, assess and manage commercial, contractual and operational risks within complex environments.

• Contribute to strategic procurement planning, continuous improvement initiatives and capability uplift.

• Lead or support small teams, providing guidance, mentoring and oversight to deliver high-quality outcomes.

What You’ll Bring

• Demonstrated experience in HRHV procurement and/or contract management within government or Defence environments.

• Strong understanding of Commonwealth procurement legislation, policy and governance frameworks.

• Proven ability to manage complex stakeholder relationships and influence outcomes in high-pressure environments.

• Experience delivering procurement and contract outcomes across large-scale, complex programs.

• Excellent written and verbal communication skills, including preparation of executive-level briefings.

• Relevant qualifications in procurement, project management, commercial or related discipline (e.g. Certificate IV in Government Procurement and Contracting or equivalent).

• Must possess an NV1 security clearance or higher.
